Izuku is a normal middle/high schooler. He meets up with friends, studies hard and has high goals.
And maybe he spends his free time plotting and trying to figure out how to take out a criminal organization.
In Musutafu there are many heroes, but even that doesn't stop crime from happing. Izuku ignored that fact for most of his life, just like the rest of modern society. If there is danger a hero will come.
But in the end, no hero came. He was left alone like so many others, left behind due to corruption of the system and absolute ignorance.
If there is no hero to save him, Izuku just has to save himself. And thus a new hero was born... even if his methods were a bit 'unusual'
