Prologue

That was the date everything changed. Not for the good, for the worst. For the young heroes it didn't feel like the collateral damage was all that bad. It wasn't that bad when you think about the lives that were at stake. However, even with the possibility of the League of Villains' leveling the city somehow the people of Jump City forgot their lives were saved instead of their livelihood. People walked out of their safe haven's seeing the destruction that lay before them. Cars have been smashes, houses are in ruins, building and jobs...gone.
The cities leaders had a meeting the following week, they took over one of the buildings that still had operating bathrooms and lights. Even though every single of them had been saved by a Titan, they chose that day to make a choice. They chose that it was in the City's and it's people's best interest to ban heroes. Any use of their powers or vigilantism was a crime that could have them out in a supermax prison with their powers removed. Cyborg would have been broke down and deactivated, letting his human half die out eventually. Beastboy and Raven both being human with powers would have been locked up with collars keeping their powers in check. Even Robin would have been kept in isolation without the ability to even tie his own shoes.
The anti-vigilanty rule was put in place to keep people like Robin who had no powers but still fought from getting any ideas. Because of the lives saved that day the courts chose not to arrest any of them on the spot, although they would have had no grounds since it was perfectly legal before. This didn't stop the mayor from promising jail time if the Titans refused to follow the rules now. They urged the Titans to live out their days as normal people...however this didn't work.
For some who wanted to keep the fight going, they went to other placed. Robin dropped that persona going back to Gotham as Dick and fighting crime as NightWing. Gotham didn't mind the new hero. They had watched what happened to Jump city and didn't want to follow in the same footsteps. They chose to keep the Batman and his many sidekicks. Victor Stone (Cyborg) got an offer from the Justice League, that now operates everywhere except Jump City. Legally they would never be able to cross that city line and use their powers. Garfield Logan (Beastboy) chose to retire moving away from Jump with his now wife Terra. Both make a living off normal Jobs. Terra...construction...Garfield...a vet assistant. Normally, he would need schooling however, since he can turn into animals to gain trust or communicate they gave him a pass.
Kori (Starfire) didn't want to go back to Gotham with Dick, even though they had been together for a year. She chose to go back to her home planet for two years...helping rule while her father peacefully died. However, after his passing she felt she was not right for the throne and gave it to who it should have been given to the whole time, her caretaker. She went back to Earth reuniting with the Bat family but instead of being the hero everyone knew and loved, she instead wanted a normal life. Choosing to start a daylight career of being a Model widely known as Kori Anders. Even without her fighting by their side Bruce didn't like the thought of an alien being in love with his son. Raven stayed...Although she knew she wouldn't be able to use her powers leaving the place that has been home her whole life on this realm; just wasn't what she wanted to do with the remainder of her life. She became an orderly at the local hospital while doing some light schooling on the side to eventually get her medical degree.
It was hard for everyone around the world to watch what was happening to Jump City, it went from one of the best cities in America to one of the worst. The news constantly covered what new disaster was happening and the crime rates that felt like they were rising by the second. The once strong police force was a couple of good cops hoping to make a difference without the funding to do so, the rest were corrupt. Paid off by the crime bosses. Families either moved away or watched as their family members were killed or kidnapped. Even the military couldn't fix jump. It was a lost cause. Without the heroes to protect it crime run the city. When one of the many villains the Titan's used to face would break free the police didn't care enough to put them back. Letting them loose on the city to exact their revenge. The people who wanted to fix the city from the inside or just can't afford to leave try to keep the city running as best they can.
Nothing was able to fix it not with the legendary Red hood calling the shots.
That is where this story begins.
