Haven City belongs to Baron Praxis.
The tyrant owns Haven City after his successful usurpation of the throne.
After a devastating blow from the Metal Heads, the Baron earned the support of the people to remove King Damas from power and had the former sovereign banished to the wasteland. The queen is dead, shot by the Baron's right-hand man, Erol, now Commander of the Krimson Guard. Their son, prince Mar, the last remaining descendant named after their great ancestor, is missing. Once the tyrant's word became supreme, streets filled with hope were soon replaced by fear and propaganda, governing absolute obedience under marshal law. Those who didn't follow were either imprisoned or died as traitors.
Though Baron Praxis owns Haven City, there were still brave people who knew the truth and witnessed horrendous acts done under the Baron's name. The fall of the Temple District sparked a fire in their hearts after the slaughtering of thousands of innocent souls, left behind sealed gates to the Metal Heads by the authoritarian's order. No longer able to stand by and watch, those brave enough came together and called themselves "The Underground" led by the one called "The Shadow" to fight against the red and black tyranny. Over time, they have become respected in the slums, supported by the desperate, and praised by the hopeful.
However black and white it may appear to the common people, it was not. Blinded by fear, they don't see the city tearing itself apart. They don't see the fragments of the Temple District, only a place called "Dead Town". They don't see the population of millions dwindling down by the thousands. They don't see a mother crying for her child as a Krimson Guard takes the helpless innocent because they resemble a certain missing prince, the culprit nearby being paid for their civil service. They don't see fathers forced to bear the red and black uniform to feed their families, only the tattoos that rumored horrible deeds. They don't see parents fighting to protect their firstborn children from enlisting into the Krimson Guard, just rebels causing trouble. They don't see fathers burying their sons and mothers their daughters when it should be the other way around. They don't see the rise in slavery, the ever-growing economy benefitting from the suffering of trafficked individuals. They don't see blood staining the walls and streets, only the iconic red and black insignia. They don't see it because it was their choice.
It's the people's choice to remain blind to the truth because it was all convenient. It's simpler to ignore a teenager surrounded by the Krimson Guard led by their Commander. Easier to live their lives in bliss than risk their own for another when the but of the gun slammed into the child's face. Though some gawk and stare, they don't move when that very same teenager in bright blue and white clothes was dragged away across the cold metal ground.
It was just so easy, wasn't it? This false serenity.
It all sickens Erol but this is what had become of his home, his city. It's dead and heartless just as he feels towards the people. The facade he keeps in public maintains that distance. Ensuring those that watch and listen only know of "The Commander" and not the "Erol" underneath. Beyond that is a voice speaking in his mind that no other can hear. The voice keeps him sane during hellish times. The voice keeps him company when he feels alienated. It has become both his conscious and his bearing in life.
The voice pities the child as they are thrown into a cage. It makes "Erol" well with guilt while "The Commander" remains stoic. He reasons with himself that this has to be done and once again becomes lost in his self-identity. He has to do this, for his family...

- All entities listed are not to be considered human regardless of form and behavior. Formerly titled "Acolytes" are now labeled as "Hora-Quan mutants" (abbreviation, "Hora-mutants"). Fully mutated Hora-mutants will be marked [#] accordingly next to their name. The attached visual holographic identification may not be entirely accurate.
- Past records of Hora-mutants are Classified under Article 52 Section C subsection Part 1.
- Newly appointed Baron Praxis, authoritarian of Haven City, requested current records of all Hora-mutants after the destruction of the Temple District (the current record of the District is hostile and uninhabitable). Evidence on-field shows a lack of supporting Hora-mutant militia concludes Metal Heads being advantageous in all battle scenarios. Suggested a new militia project, governed "Dark Warrior Program" (DWP), will replace deceased or missing Hora-mutant entities. Newly appointed Commander Erol, last remaining Hora-mutant, will assist in the DWP ensuring increased survivability and training of test subjects (records of DWP test subjects are classified under Article 52 Section C subsection Part 2).

Possible cause, the killing of fellow Hora-mutant Lynda results in loss of the will to live. Conclusion, depression.

- Hora-mutant Erol has taken fully mutated Gwyr[#] under his protection as a pet and is currently housed with him. The fully mutated Gwyr[#] creature shows level of human intelligence and displays certain Metal Head behavior but holds no recognition of its former self. After significant tests, Creature is identified as a different entity, renamed "Gwy-ar" by Hora-mutant Erol, and remains docile under the Commander's watch.
- By Baron Praxis' authority, the creature "Gwy-ar" belongs to Commander Erol under the pretext it remains as a house pet. "Gwy-ar" is registered as an experimental Metal Head-Crocadog hybrid to the public on the prospect it leaves the Commander's home as it had in the past.

If Hora-mutant Erol is found with "Gwy-ar" be advised that he is not to be engaged until Creature/Pet is safely returned home. If Hora-mutant Erol is sexually active precaution is advised, death will be imminent to persons unable to channel dark eco.
