"In addition to posting meta based on good-faith interpretation of the TOS, users have been posting many types of works the AO3 is not strictly prepared to deal with on a technical and usability level, which includes meta of all media and most non-textual fanworks. "
I don't understand what people embedding art, podfic and vids (all transformative fanworks, whereas the transformative aspect of meta can be argued) has to do with a 'good faith' interpretation when you explicitly state that the AO3 is a multimedia archive for exactly those works on the archive's frontpage? Those people have been doing that because the AO3 very explicitly welcomes those works already, whereas meta has always been a question of interpretation so you can't conflate those two actions. Also, 'not strictly' is good, it's just flat-out not prepared to host those works.
