   Do you have to sign up for a prompt meme in order to leave prompts or fills?

      The "Sign Up" button brings you to the form where you can leave prompts, there's nothing else happening. You can claim prompts and subsequently fulfill them without needing to have left prompts.
      As such you'd have to "Sign Up" to leave prompts, but not to fill them.
