This is a heartbreaking chapter. Knowing objectively that Eli did horrible, unspeakable things for the survival of the Chiss and seeing the beginning of that journey when the Chiss were so broken that he had to... I can't imagine the strength it took. It's no wonder that Un’hee would do anything to defend Eli, he literally brought them back from the brink of extinction, protecting all that makes the Chiss - Chiss.
On a brighter (maybe) note, I'd die to read about Eli's first meeting with Samakro post Ascendancy fall, not that Samakro brightens every room he walk in, lol, I just love him. I am glad, though, that Thrawn still understands Eli, at least when it comes to 'business', and tries to explain his reasoning to Ezra. My Thranto heart has to find food somewhere. XD

The conditions that have to be met in order for Eli to become this great and powerful ruler are so horribly twisted that I did a lot of checking myself in the beginning. They really needed to have a lot of bad things that needed doing and nobody who was willing to go against societal norms to do them. It's not a pretty story, and I wouldn't necessarily paint Eli as this great hero, but good people do bad things for good reasons. Morality is a tricky subject.
You may or may not get that first meeting--it's one I really want to write, too.
PS: I'm pretty sure your Thranto heart wanting food comment is what got me writing that one-shot I started bc I was like "man, when do I write something prose-y and romantic?" and then it just kind of happened. So thanks for that :D
