This is late, but humans don't think dragons are smart mostly out of denial. Believing they are intelligent is literally a worse existence than what they already accept as their life, they'd rather treat it like a natural disaster. But then they accept they're smart and all of a sudden their life is filled with nothing but having to hate them for everything. It's not like they don't see the huge palaces. Of course they know when they see those, but it doesn't matter because the dragons aren't smart enough to realize the same no matter what they see. Cricket came from a place where they barely knew they even existed, and got the hint right away.
The strategy of trying to use humans as moral scaling has never worked for wof. Even sunny didn't really negotiate. It was more of a hostage situation. And thinking an 'animal' would be smart enough to know what "bring me treasure if you want your friend back" means is unimaginably dumb.
