Shinsou Hitoshi was six when his life was upturned. He, in theory, should have been quirkless. He had a toe joint, wisdom teeth, and an appendix. But, unfortunately, he was just a late bloomer.
His quirk is one that's sought after immediately when it comes in. The commission can't let a quirk like his go through the cracks- it's perfect for their 'new' program, CHUQUO1-B.
