Summary
Not everyone treats quirked children with amazed eyes and words of praise. If a child were to show a truly exceptional quirk then sure nothing but songs of praise will reach their ears. They sit on the top of thrones made of those below them. Others aren't so lucky.
Those with weak or no quirks at all are treated like servants, paper pushers, and anything else that could be considered demeaning to a human. They lay on the bottom of the hierarchy. There to hold up the thrones of the more powerful.
And finally, the lowest of the low. Those who are pushed off and abandoned. Left forgotten and alone amongst the thousands of broken souls. With powers that aren't necessarily weak or extraordinary. It's just these powers, these people, these children, possess are deemed evil, different, too outside the norm for the stereotypical good to accept the power these kids were born with.

Summary
Being quirkless was a disability that was so unlike losing a limb. Quirkless is being seen as weak in the eyes of those with power. So weak that you have nothing to contribute to society. Nothing but being a paper pusher or maybe a store clerk. Quirkless people are treated like the plague, bullied for lacking power, lacking something that is essential to living in a harsh world of superpowers. It isn't uncommon for those born quirkless to become depressed, many even commit suicide. It's a sad truth but it's a truth none of the less.
A truth that Izuku Midoriya struggles with in his day to day life. He is quirkless and wants to be a hero. Wants to stand on equal footing with those with quirks. He’s ridiculed for his dreams but he still pushes forward. Though this is perhaps the worst thing to happen to him. It's worse then finding out he was quirkless and the doctor saying to give up on life. Then being abandoned by his best friend turn bully. Then being forced into isolation by everyone around him for his lack of power. He's now officially considered disabled and broken beyond repair…
