Transferred from the Krimson City Police Department, Sebastian and his team settled down as a cold case crime unit in Gotham City.

"These are the reported ones, dating back to 1996. They go up till 2011, but there's a cold period in 2000."
"What was the M.O.?"
"Not much. A patient is reported missing 4 hours after a missed morning call. Cameras don't seem to capture much. The footage is too grainy and unmaintained. Arkham itself seems dishevelled. I keep finding records of mistreatment and downright medical torture. So whatever is not reported, seems intentional."
"I assume all these patients have something connected?" His eyes skim the page, catching on the patient's intake sheet. A voluntary manslaughter charge, the man believed he was a vampire. Sebastian shuts the file, it’s never something relatively normal.
"The patients were transferred from Beacon Mental Hospital before it was closed. Don't think they had many visitors based on the profile, but we will have to grab the logs from Arkham."
"I see. A surprise visit?"
