Summary
As Hashirama Senju and his brother, Tobirama Senju, debate the prices and distribution of the Tailed-Beasts in the Hidden Villages, Tobirama argues that the Nine-Tailed Fox alone might not be enough to protect Konoha, especially when Kumo is set to receive the Eight-Tails and the Two-Tails.
Naruto AU: The Two-Tails ends up in Konoha alongside the Nine-Tails. Hashirama gives it to the Uchiha Clan as an act of peace. The Uchiha, however, resent being given the clearly-inferior Tailed-Beast while Hashirama’s wife hosts the Nine-Tails.
Much later, almost everyone in Konoha believes that the Two-Tails died with its Jinchuuriki in the Uchiha Massacre. Hiruzen and his advisors know that it didn’t.
(Or Naruto isn’t the only Jinchuuriki in Konoha. This changes things.)
