Chapter 1: Chicago PD-Rowater/Upstead/Burzek

Summary:

Senior Sargeant Hank Voight discovers some disturbing intel about Deputy Chief CHARLIE REID: NEWLY assigned to CPD Intelligence. He himself strives to walk a line closer to legal than illegal he decides to find a way to remove his nemesis.

ONE POLICE PLAZA--THE OFFICE OF SUPERINTENDENT SAMATHA MILLER

After Intelligence Sergent Hank Voight finishes his opening 'spiel' to his boss regarding the purpose of his visit, his
boss has questions: many, MANY QUESTIONS:

SM: 'And where'd you get this intel, Hank?'

Hank Voight: 'ASA Nina Chapman.'

KA: 'Sooo...she looked into Reid and...?'

HV: 'Reid worked in Bridgeport, then Cleveland before here, and it's always the same everywhere he goes: he
emphasizes street crime, personally supervises the unit, and specific dealers, enforcers, etc, face prosecution
after arrest, while others don't. Large amounts of cash and contraband tend to disappear once booked into evidence
IF it ever gets there.'

SM: 'Alright. What is it that you're asking me to approve?'

HV: 'Our guy has a roving eye - particularly for attractive female junior detectives and a history of grooming or
coercing those detectives into sexual situations. I'm asking you to green-light my plan to use Detectives Rojas,
Burgess, and Upton as bait - use his weakness against him.'

SM: 'This could blow up in our faces, Hank."

HV: 'I know. I'll make sure that it doesn't blow back on you, Sam.

Samantha Miller: 'And where'd you get this intel, Hank?'

Hank Voight: 'Nina Chapman.'

KA: 'Sooo...she looked into Reid and...?'

HV: 'Reid worked in Bridgeport, then Cleveland before here and it's always the same everywhere he goes he emphasizes

Voight craned his neck around the door jam of his office and called, "Kev: my office!"

Atwater scoffed softly, cutting his eyes toward his best friend and fellow Detective Adam Ruzek, who rolls his eyes
before passing a sawbuck each to his partner Detective Kim Burgess and her daughter Makayla. "HaHa!" Mack chants
at low volume, waving her ten-dollar bill around.

In Hank's office, Kevin asks amiably, "What you got, Sarge?"

Sergeant Hank Voight has dealt with numerous enemies and antagonists over the years in Chicago P.D., from drug lords
to authoritative figures. However, Voight may have met his match in Chicago P.D. season 12 in the form of Deputy Chief
Charlie Reid begins to reveal his true intentions to Voight after Torres suffers the loss of his informant, Gabriela. Reid
intends to use Voight and his Intelligence unit for his own [possibly] nefarious purposes.

Voight’s current predicament with Reid allows the sergeant to not only take down a corrupt cop but also confront all
of his issues. Hank doesn't follow his own principles a lot of times, even though he is devoted to his work in solving
crimes and saving lives. However, it’s no secret that Voight has plenty of baggage that has gotten him in trouble and
could have ended his career many times over. From murder to handling crimes his own way, Voight has a chance to end
that part of his career and take down Reid the right way - via ASA NINA CHAPMAN. "Close the door, please," Voigt
requests; rather than sit, the grizzled Seargent gets right to it: "I'm aware that you and Rojas are keepin' company;
ever since it began. Didn't affect the work so I let it be - the same as I did with Upton 'n Halstead; Burgess 'n Ruz...
I need your help with somethin'...now don't misunderstand, OK?" He runs a shaky hand through his short gray hair.
To Kevin's quizzical gaze, he says, "This new Deputy Chief - Reid - he's into some hinky shit corruption-wise and...
uh...he has his eye on Vanessa."

"The FUCK!" Kev growls. "Spell that out for me, Sarge."

"This asshole has a custom of...' fixating ' on junior detectives and influencing them with promises of promotion,
money, power...or threats of maybe no response to their requests of 10-1' or ' 10-13 '."

"You're...suggesting that Nessa put herself out there as bait?"

Steeling himself, Voight replies "I'm SAYIN' that this asshole has got to go down and I'm assigning Kim, Haily AND
Vanessa to 'draw him in'...it's DONE , Detective Atwater."

Glaring daggers at his superior, Kevin seethes "The FUCK it's 'done'!" and stomps out. he beelines down the back
staircase, ignoring the greetings of fellow detectives Adam Ruzek and Jay Halstead, who exchange puzzled glances
before following him down.

Ruzek asks "Voight piss you off, Kev?"

"Yeah. He's assignin' Vanessa, Hails, and Kimmy to 'bait' Reid...says that this asshole has a habit of sexual harassment
of women detectives and serious ass corruption."

"Goddamn!" 'Ruz' and Jay blurt at the same time. "Are we letting this shit happen?" Jay demands.

Kevin insists, "I'M NOT!"

"Got THAT SHIT RIGHT!" adds Ruzek.
