Deku: The Blacklist

Summary:

Deku. Number one in the villain rankings. Over the six years since his debut he's been gathering information. All to create The Blacklist, with the names of villains most heroes haven't even heard of. He's willing to share these names, but there's just one important rule.
He speaks only with Melissa Shield.

Get out of there, discretely.
...
Then keep your head down. Do not draw attention to yourself, do not try and get any more information.

On the bench opposite the Uravity hero agency, Izuku and Eri Midoriya sat side by side. It always impressed Izuku how despite his notoriety, by merely wearing a suit rather than his gear and a pleasant smile rather than a murderous gaze, he could sit here in the middle of a public space and the people would move on blissfully unaware. He felt the weight of the building in front of him, looking down on him. Sizing him up.

"I suppose it was always leading up to this" came Eri's voice.

"I suppose it has." Izuku affirmed, before softly continuing. "Eri, I will never be able to find the words to express how much you've come to mean me. Your trust has been the greatest blessing my life has had. But this is my duty, my fight. So know as always, now more than ever, if you want to leave you will be well cared for, free to do as you please, and that I will never judge you for that decision"

"I've been with you all this time, Izuku, and I am not leaving you here. This is our fight now. It has been since the day we met."

Izuku sighed, a disappointment she would not save herself and a pit of gratitiude that she would stay by his side as it all started. Putting on his hat he got up.

"Well then, this should be fun"

 

Walking through the agency doors felt a little surreal. Sitting outside on a bench and not getting noticed was one thing, walking into the middle of a hero agency and not getting recognised was another. Just across the room sat the receptionist. From afar her skin looked purple. As he got closer, he started to recognise the different colours. Blues, pinks, purples, all collated together. A mutation type quirk. Her skin made up of coral, her hair wavy strands of seaweed. Izuku paid it little mind, besides some interest in how cool a quirk it must be and reassurance she was placed in the forefront rather than hidden away somewhere. Eri meanwhile was oddly captivated by the quirk, watching her intently as she hung back.

"Hello there." Izuku stated with a smile. "I don't suppose you would be so kind as to tell Uravity that I'm here to see her?"

"What's your name? And your reason for wanting to see her?" the woman responded kindly.

"Well, my name is Izuku Mirodiya. And as for why I wish to see her, I imagine that will become quite clear in a second"

With that he took a step back from the desk, turning to face the door in the centre of the large circular room. Slowly and methodically he took off his hat, removed and folded his jacket, and put his hands interlocked behind his head as he sank to his knees. Eri followed suit.

The receptionist watched on in confusion, the subtle glances she'd thrown at the silent woman behind him turning from interest to confusion. Then as the receptionist inputted the name into the system, her computer flashed red. It took a moment to register. Once it did, her hand was instantly on the button under her desk. Alarms started blaring throughout the building. Within moments the pair were surrounded by an array of heroes. Keeping his position firm Izuku noted each one. Mina Ashido, Alien Queen. Kyoka Jirou, Earphone Jack. Momo Yaoyorozu, Creati. Canvasing and researching the hero agency was one thing, seeing them here was another. He could have been there beside them had life turned out different, he lamented.

After taking a moment to take in the scene in front of them, Ashido approached Izuku while Jirou approached Eri. Slow and cautious, Izuku noting Momo's eyes remaining on them, ready to intervene at a moments notice. Neither made any moves to resist. A few moments later the pair were in quirk suppressing cuffs, a few more and they were in a secure cell deep within the agency building.

 


Rushing through the doors of the Uravity hero agency, Ochaco was hitting the ground prepared for a fight to end all fights. While out on patrol she had received a code black alert. SSS rank villain sighting. A rank designated exclusively to three individuals. The three most wanted villains in Japan. Mortification and an abundance of will found themselves all swirling together into a swarm inside of her, and yet she would not falter when there were people's lives at stake. Especially when it was her people, in her building.

Though as she approached her agency there was no sign of any other heroes following suit, which was weird enough. A code black should have nearly every hero in the city converging on the threat. Then as she burst through the door there was no fight taking place, no villain causing chaos. Everyone around her just seemed kind of confused. Not terrified, not traumatised. Just an aura permeating the building that said they had no idea what they just witnessed.

At least some of her aprehension lifted when she saw Iida approaching her from across the room.

"It is good to see you, Uravity"

"You too Ingenium, but... would you mind telling me what on earth is going on?"

With a stiff nod he guided her back through the agency towards the briefing room, giving her a run down on the situation as they walked.

"Fourty five minutes ago the villain Deku walked into this agency and willingly surrendered himself. As the number one villain in Japan many different hero agencies have attempted to take him down. The Ingenium agency however has been the agency at the forefront of actively working to track him down and bring him in. As such once the events transpired, I was the first and only person called so far."

Ochaco gave him a sceptical glance. "And are we sure it's actually him?"

"The quirk surpressing cuffs helps eliminate the possibility of an impersonator, with shapeshifting or mental quirks being denied. Meanwhile the villain has given many details unavailable to the public, including information of a covert operation that took place in Deika."

"What happened in Deika?"

"I tried to kill him, ma'am"

 

The atmosphere in the briefing room shifted considerably as she walked through the doors. While Ochaco prided herself on her hiring of staff, they were still a relatively new hero agency. Frankly none of the staff here were properly prepared for an event like this taking place. Though one of the top villains just casually surrendering themselves was such a strange occurence she doubted even more experienced agencies wouldn't struggle. Still her presence as the head of the agency naturally assured those around her. That's what a hero was for after all, so she would push through her own anxieties and the memories of that day for their sake. Knowing she was facing this situation with friends helped tremendously. Once in, Iida began his exposition to the agency members present.

"Now, Deku is a name known far and wide throughout Japan. However the much less commonly known name is Izuku Midoriya. While we would love to tell you more about him, here things get rather tricky. Early records of his have been meticulously scrubbed clean, we can only assume by him or one of his associates. We have no idea where he was born or what happened during his early childhood. What we do know is that the villain Deku first debuted six years ago, the same year that each of the pro heroes in this room first started attending U.A. Though we do not have an official age given the lack of records, our analysis estimates he is around the same age as us. Since their debut they have gradually raised through the ranks, ammassing increasing attention from heroes and developing a strong villain network. The few times he has been caught, he has managed to escape custody within twenty-four hours. Any official registry of his quirk has further been erased too, but from what we can gather he has a stockpiling strength quirk, which allows him to increase his strength and speed, visually displayed by green lightning spreading across his skin."

"And the woman?"

"Somewhat of a right-hand woman to Deku, we have only heard her be referred to as Eri. Her origins and her identity are unknown to us as of right now. We suspect Eri is a codename, or that she has since changed her name, as we have failed to find her under any official registry. Meanwhile bloodwork has come back negative for an identification aswell, someone having purged her information. We do not believe this to be the work of Deku, as it lacks the same precision, but it was still enough to leave us in the dark. We have not once seen her actively use a quirk despite bloodwork confirming she has one. Ultimately we probably know even less about her than Deku. Only that overnight Eri went from seemingly never existing to being one of Deku's most trusted partners"

Here Iida looked up at the video of Deku, laughing alongside his companion within the cage they had placed them, and let a grim look come over his face.

"Deku has carved a name for himself as the number one villain through power, precision and connections. The most important thing though is that we have no idea where he came from or what his motivations are. Paired with his proficiency, that's what makes him truly dangerous."

 


"Is your thing... white?"

"Mhmm"

"Is your thing... square?"

"Yes again"

"Is your thing... a cage?"

"You never cease to amaze me, Deku"

Izuku let out a chuckle, as he spotted Creati slowly approaching the box they were in. "Well it is the third time you've used that one in a row"

"In fairness, there's not much more to use"

"Well I've got one" spoke Izuku.

"Really now?"

"Yes, and you're going to love it"

Momo scowled but continued forward, opening the door and entering the cage.

"Is your thing... a person?" Eri asked with a knowing smile.

"Why yes it is"

Momo produced a tagging chip from her skin.

"Is your person... a hero?"

"Two for two"

"Very funny you two" Momo chided as she placed the chip into the gun, prodding his neck and implanting it.

"Oh don't you worry Creati, it's not you" Izuku assured, as said hero implanted another chip in Eri.

"Is your person... agency director Ochaco Uraraka, otherwise known as Uravity?"

"Ding ding ding"

Momo froze for only a moment, before continuing back to the briefing room. Izuku looked up at the camera.

"I'm right, aren't I? After all, it would appear someone with the authority to make decisions has arrived. The other heroes at your agency would wait for you before they made any major moves. Ingenium is too much of a stickler for the rules to do anything until you arrived. So I can only assume that you're finally here and we can talk"

Izuku ignored the radio static from the other side. He knew she was there even if they refused to admit it yet.

"Let's begin with the most important thing then, why I'm here. Uravity, has your agency taken notice of the gradually reduced number of villain sightings within these last two weeks? I wonder, did it soothe you to know the streets were safe or did the sudden shift put you on edge? It doesn't matter now, I can tell you that you should be worried. There is one man responsible for this, recruiting a vast array of villains for an attack. His name is Tenko Shigiraki. I want him, you want him. So lets say for the moment that our interests are aligned."

The silence persisted for another minute. Izuku and Eri sat their unphased.

"Tenko Shigiraki is dead. He died at the age of four during his quirk manifestation, a five point disintegration quirk"

"Then a dead man just broke down the gate to U.A."

Ten minutes of silence passed in that box. It was a weird feeling for Izuku, being sat in a cell and not planning his escape. For someone who had broken out of so many prisons actively trying to stay in one was a novel experience. He kept his face collected though. As did Eri, maintaining that steady confidence.

"Okay Deku, you have my attention"

A smug smile flittered across Eri's face. "Were you wrong?"

"Yes I was wrong." Izuku could hear the begrudging smirk in her tone even as he couldn't see it.

"Come now Eri. It may not be the first time for heroes, but there's a reason we've come to Uravity." Izuku soothed, "Now, I'll give you Tenko, but first-"

"No, no but firsts. You don't decide anything" interjected Ochaco.

"Uravity, you overestimate your authority" Izuku spoke with a frown. He was honestly a bit offended they seemed to think he couldn't escape. "I said I'll help you find Tenko and I will. But before that, from this point onwards there's one very important rule"

"And that is?"

"I speak only with Melissa Shield"

I fear this is a cooler idea than I have the literary skills to pull off, but I will still try my best o7

Truthfully I don't know if I want to do an Izuku/Melissa romance or have Izuku see her as a sister figure given their respective relationships to All-Might, we'll have to wait and see. Similar with Fuyumi. Except rather than that, it's a case of while I know what role she'll play in the fic I don't know how easy it will be to fit her into the story often enough to make a romance feel good. The potential is there. If I don't do /Izuku then I'll probably do a /Midnight with her though. I also might add Izuku/Mina, on the simple basis I love her. The four currently tagged are the ones I'm sure will happen.

Also I don't know what the case is in the lore. But Shigiraki is the name of the people who adopted him, not AFO.
