Summary
There’s a monumental screw up in the paperwork that leads to the event; apparently even though Tony has jumped through every legal loophole to foster Peter, and even when the groundwork for legal adoption has been laid, Peter’s emergency contact in the state system is still some branch of CPS.

Summary
Tony manages to get around and open the passenger side door without waking the kid. He crouches, running a hand over his face. “Pete.”
The kid stirs. When he turns towards Tony, eyes barely slit open, Tony looks at the thin scar along his cheek that the kid's classmate put there a couple of months ago. A physical scar that happened in Tony’s care, just to mock the invisible scars that happened in the care of Westcott.

He wraps an arm around Peter’s shoulders and kisses the top of his head. They stay in the elevator together. “You know what I’ve been working on?”
“Another suit.”
Tony hums in acknowledgement. Peter’s already wearing something of Tony’s. “It’s for you.”
Peter doesn’t move or blink, doesn’t tense up or try and flee. His eyes lift over to that last spot, that empty, waiting spot. “What do you want me to do with it?”
“Wear it, if you need to.”

Summary
He’s made up his mind; it's fixated now, and he’s in full on prep mode going through the rooms in his penthouse, making sure that things seem livable to a teenager. He agonizes over the details; he has the file now, and knows exactly what the kid has been through, so he goes back and forth between throwing every convenience possible in the boy’s room, but then the next day he will scale it back. He doesn’t want to scare the kid or overwhelm him, but Tony also wants Peter to know that he can have anything he wants, all those things that he’s been denied since entering the system.
(The unnecessary prelude to this AU series in which Tony fosters and adopts Peter.)
