Summary
Commissioner Gordon shoots and wounds Batgirl as he is trying to arrest her for the murder of his son, J J, or James Junior.
Soon after this, he discovers that his daughter Barbara is missing.
Jim is frantic and feels convinced that Batman and his allies kidnapped her in retaliation.
Jim can't afford to fail in his responsibility to protect her, especially so soon after the death of his only son.
He hasn't quite been himself since he witnessed Batgirl fighting with his son, throwing him into the freezing water to his probable death.
