The Hero of Winds is a hero. Just not The Hero.
Yes, his name is Link.
Yes, he dressed in green.
However, the truth remains. In his timeline, the cycle of reincarnation was broken by the Hero of Time being sent back to his youth.
The Golden Goddesses drowned the world in revenge for Hylia's then-incarnations' actions.
They did not even care that it was Hylia's wish; they drowned the world they made for their sister and left.
Hylia was left alone, waiting.
Hylia is the Goddess of Time. Her land may have drowned, but she was still powerful.
And she remembers.
She remembers a future version of herself sending a group of boys throughout her tapestry of history.
Remembers a boy who shared their name but not their soul.
And she waits.
Link dreamt of a man wrapped in gold for as long as he could remember. Whenever he slept, he would see Him. The dreaming world looked different, the man-wrapped-in-gold changing it whenever he deemed fit.
The man-wrapped-in-gold was always there with him.
He referred to Link as Brother.
He said he has been waiting.Wind doesnt have the Hero's Spirit. The Hero's Spirit refused to accept that.

Summary
Hylia's Hero died saving her kingdom and entire world. On the third anniversary of his death, Hylia's son was kidnapped, and a prophecy declared that Hylia's beloved world would fall to Demise's Calamitous curse unless her hero stood in the way. Problem was, with her husband and son gone, Hylia had no hero to save the various kingdoms of her world. And so she had to make one.
In the end she made three. Three heroes who could be her sons if she didn't lose herself in her grief first.

Wind doesn't have the Hero's Spirit.
Hylia thought that she had the third timeline under control. The Hero's Spirit was gone with the Hero of Time. She had limited Ganon's power with the force of the great sea. She would try and stop him herself with the forces of nature. Except one boy named Link wanted to save his sister. That's fair enough. She'd help him out a little, get them off the island, and... why is he demanding the triforce?
Or,
While Hylia is trying to get three separate timelines settled, Wind forces her to make him an official hero. Every time she tries to give him a peaceful life, the kid says "nah."
