People don't like to talk about the country, where people still obey pack rules, where omegas are treated as property and betas are treated as expendable.
They like to ignore the people who find refuge in the cities and are still treated like an inconvenience.
Because it's easier not to pay attention to the scarred necks or suppressant-covered scents. They don't like to admit that even though they were born in cities, they still don't see these omegas of people of their own.

Summary
Luci knew that soulmates were chosen based on compatibility; he saw it in his parents, two or more unborn beings that were similar and different in the way they slotted together like magnets. Like he said, they had to be at least semi similar, with his parents, that had been their downfall. He didn't want to be shackled to anyone, let alone someone who was made with him in mind.
How was he supposed to like someone made for him when he barely liked himself? And how was he supposed to avoid them when he was stuck between their sickenly welcoming embrace and the cold presence of the law that had chased him for so long?
He couldn't afford to lead the 'boys in yellow' to him, but he couldn't let himself get caught up in his soulmates, let alone four.
So, Luci had to decide if he wanted to pick the side that had money, desserts, and unfamiliar people who had unfamiliar dispositions, or let himself be yanked back to the far too familiar, damp, and cold prison cell. The decision was harder than you would think, and it got harder the more Luci refused to learn about himself, and refused to let others learn about him.
