Those regulators were influenced by, and upheld pre-war politics on form & function, social castes, etc.This column would never touch on why their readership’s breaks are so short, why their break is the only time they could take for themselves, why it’s on the reader to maximize this allotted time, or even why some have much fewer and shorter breaks than others. However, they could sneak in some hints.
