Summary
I always had a suspicion that Shanks knew the Gum-Gum Fruit wasn't what it seemed. His decision to leave Luffy on Dawn Island wasn't so Luffy could get stronger, it was to keep him off the World Government's radar.
So when rumors of a kid with rubber powers spread across the Grand Line, Shanks knows he has to return to the East Blue and get Luffy back before someone or something else does.
The kid living with Luffy was a surprise.

When Kim Roksoo opened his eyes, he was in the world of what he thought was a novel.
[The Birth of a Hero] was definitely a tragedy, because what else would it be when the very protagonist of that novel held the trash he had fought with in his arms, so agonized on a field where all that they were surrounded by were corpses?
And Kim Roksoo hated tragedies, so when he had opened his eyes once more, and was met with an old friend making a shady deal with an even more shady God, he would not sit by and watch.
The God of Death almost found it hilarious, how time was warped for them, it was their own merry-go-round that toyed with their souls over and over, but they still persevered even without the memories.
These humans had found a way to deeper entangle themselves in the tricky strings of time, just how many humans had he come across who had managed to do that?These three anomalies were interesting, really.
