Summary
Bucky usually prides himself in being a relatively observant person. He was back in Brooklyn when he and Steve were cramped together in that tiny one-bedroom apartment, he was during his time as the Asset, and he was during that strange period between his defection from Hydra and Steve finding him. So, he's more than a little surprised when Steve manages to keep a secret from him.
It doesn't happen often, mind you. Steve is notoriously bad at secrets, especially from Bucky - he'd been blabbing the grenade story to Bucky less than an hour after their reunion in Azzano - so usually, all Bucky has to do if he finds something amiss is to raise an eyebrow at his husband to make Steve spill the beans. Steve may be in charge in the bedroom, but in all other aspects of their lives, Bucky will meet him head-on.
So it comes as a bit of a shock when Bucky comes home one day after a mission for Steve to take his hands and whisper that he's got a surprise for him.

Steve knows Bucky doesn't enjoy going to galas with him because he's always facing a barrage of embarrassing questions about how he landed the hottest, previously available bachelor in The States, scoffs at his "lifestyle" he has with Steve, or paparazzi's endless shit in general- even when Steve does his best to protect him. So, galas aren't his favorite, but still, they have to happen as Tony insists. And as Bucky insists, he will not be bullied by people he doesn't even know.
So, naturally, Steve comes up with a way to make galas a little more... interesting.
