And the one who rules over them is Mystic Mother or Helena Rosemarie Potter, the Girl Who Lived/Witch Who Won.
After inheriting the Hallows, she found herself unable to die as her friends withered and eventually the Mystic World gained her as their queen as pureblood lines vanished.
She reigned over them for 400 years and has been on Earth for 500 years.
One day while on a business trip to Japan, she meets 4 year old Izumi who posseses strong magic and the Hallows choose her as an heir.
So Helena takes her as an apprentice and heir, thus changing the original plot.
