Summary
The Alderaanian royal twins are a collective thorn in the Emperor’s side. One publicly advocates for liberty as much as an Imperial Senator may do safely, the other is actively flying missions for the Rebel Alliance.
There is no hard evidence, but with the Empire’s super weapon continuously delayed, they need a deterrent to Alderaan’s interference. A hostage will do nicely, though the time is not right to outright call their plan that, and both twins are too old to be considered “wards.” Also the princess, as heir and Senator, is too politically volatile to contain.
Which is how Palpatine ends up ordering his enforcer, Darth Vader, into an arranged political marriage with Prince Luke Organa.
No one is happy about it.

Luke has never felt so empty in his entire life. It’s like he’s suddenly aware of every gap, every void in his body, all the places that could be stretched and filled but aren’t. He’s burning up and sweating and whining and it’s all hell on earth. Rationally, he knows that his first ‘real’ heat probably isn’t any worse than anyone else's. But it feels so bad, burning and aching and empty that he can’t imagine anyone else going through it and surviving.
