The problem is quite obvious when he thinks about it. The alcohol has made his mind… maybe not clear, but definitely goal oriented. Problem: No reputable bar would serve a guy nonstop booze in the quantities he's ordering and let him get visibly plastered. It's just irresponsible.
Solution: go to an un-reputable bar.
He knows of one, for sure. The kind of place carding people is considered a suggestion, and if you pass out on the countertop the only thing the bartender will do is wipe down the counter around you.

OR: Just after the events of All Star Team Up, where Barry has the worst group date in history and almost dies to bees (my god), Barry just wants a single night off where he can get drunk enough to forget about his problems.Leonard didn't sign up to babysit his clearly-hammered nemesis, but if he doesn't do something, Barry might end up even worse off. And that would just ruin the game for him.

Summary
Just as Captain Cold is being taken into custody after a foiled heist, the Rainbow Raider manages to put the whammy on Flash. He whisks Cold away to a secluded warehouse intent on taking his rage out on him, when his anger leads to confessions of other things he'd like to do to Cold, and Cold decides to encourage that to save his skin. Better than getting his face smashed in. Much, much better.
