Rita was appalled upon seeing just how bad N'kosopa was in terms of crime. Yanma never reported anything, but it was clear that either he wasn't paying attention to how his people acted, or he wasn't knowledgeable about the law. Both were concerning to Rita, who sent them all to Gokkan to be judged.
And of course Yanma was a biased king and freed all his people. And making the civilians go from N'Kosopa to Gokkan and back was a bit inhumane. So that wasn't really working for them.
Rita screamed at the ceiling, wishing they could fix this mess.
