Summary:

The port mafia boss is invited to UA to discuss the future of Yokahoma and it’s ability users while disproving the prejudice views of the world beyond.

Dazai is the port mafia boss and won’t let anything threaten his city (or his husband) + a lot of class 1A interactions and Izuku may or may not have an identity crisis?

Chapter 1: A new beginning

The meeting started.

“So what’s the issue?”

”Apparently even though Yokohama is an individual state excluded from Japan, they are requesting a separate meeting with you boss.”

“Why?”

“You are the most powerful person in Yokohama boss.” His lips twitched.

“Awwwww Chibi say that again It makes me feel so special!” Dazai said teasingly.

“Dazai, seriously though, what are you going to do?” Chuuya stated trying to hide his annoyance. ‘This situation could turn bad fast if you refuse.’

Dazai locked eyes with Chuuya. “I know Chibi. That’s why I’m going to agree.”

“…What?”

“You heard me darling.” Dazai said as he pulled Chuuya onto his lap. “I’m going.”

“Stupid Mackerel, That's the worst idea I have ever heard! You have never even left Yokohama before.”

“That’s why you're coming with me. You have visited the outside multiple times and I trust you with my life as well as the fact you're my husband on top of all that.” Dazai said smiling, brushing the hair out of Chuuya's face and giving him a soft peck on his forehead causing Chuuya to jump up in surprise turning beat red.

“Can you guys get a room?” Kouyou said. “This is a serious decision, Dazai are you sure?”

“Yes I trust you to run the port mafia while I am away but if you have any problems inform me immediately.”Dazai said his tone darkening with every word.

“Of course boss.”

“Now Chuuya say where does the letter tell us to go?”

“It says to meet some pro heroes at the east Yokohama border within the next 24 hours if we are to agree.”

Pro hero’s? Hmmm. Dazai thought.

“Well Chuuya, why don’t we spend some time around Yokohama before we go? We might never return after all.” Dazai said.

“Stop making jokes like that stupid Mackerel!” Chuuya shouted as they left the Port Mafia building.

Dazai immediately got lost in his thoughts.

The world of quirks. He never really had deeply thought about it before. Quirks unlike abilities being a genetic mutation that had somehow populated the entire world apart from designated areas like Yokohama. Dazai had never even considered quirk users as something that would affect the future of Yokohama. And he refused to let it.

 

Yokohama was one of the only places where ‘original humans’ still survived. There aren’t many ability users due to the fact they have to be biologically ‘original humans’ and they’re almost extinct nowadays. An ability is derived from the soul not genetics. Only one rule stands, a quirk user cannot have an ability and a quirk.

What could they want with Yokohama now after hundreds of years? It’s true no quirk users are allowed in Yokohama but that is not the issue. People can still leave Yokohama if they so please. So what do the Japanese so-called heroes want?

Whatever they want, it's a danger.

Dazai, despite being only 19, is the head of the port mafia, the most powerful organisation running Yokohama often referred to as a grey area, so why do the Japanese hero’s care about him so much? Chuuya thought, eyeing his partner up and down.

“Dazai, where are we going?”

“The agency.” That shocked Chuuya, he knew the agency and the port mafia held a truce but he didn’t expect Dazai to tell the agency of his departure.

“I don’t think they will be happy to find the port mafia boss on their doorstep.” He grumbled as they walked up to the agency door. Dazai knocked.

The door opened to reveal someone who Chuuya recognised as kunikida. ‘The boss needs an immediate meeting with your president if possible.’ Chuuya stated. Kunikida just nodded and led them in and sat them down at a set of chairs surrounding a small black coffee table. They waited until Fukuzawa walked in with tea in hand.

“Quite a surprise to see you here.”

“Honestly likewise this was an unplanned visit.” Dazai stated.

“I am quite busy today so if you could please just cut straight to the point and tell me why you are here. That would be great.”

“I am temporarily leaving Yokohama and thought I should inform you that Kouyou will be in charge of the Port mafia during my departure.” That made Fukuzawa almost choke on his tea. However he quickly attempted to recover his composure.

“If that is the decision you have made I thank you for informing me. Now I must leave and you should too.” Fukuzawa said sternly, both of them bowed their heads and left heading for the east border.

“Dazai are you sure about this?” Chuuya mumbled.

Dazai immediately grabbed Chuuya by the waist and pulled him in close so he could look down into his eyes.

“I am very sure, chibi, please trust me on this decision. I am your boss after all.” He said, stroking Chuuya's delicate hair between his fingers.

“And I am your husband.” Chuuya spat back.

“I know.” Dazai said seriously. “But if the heroes want to talk it means something bad is happening and I will do anything to protect Yokohama from it.”

That made Chuuya understand. Dazai didn’t want to leave. He had to for the safety and protection of the only place they could call home and that made Chuuya's heart flutter even more for Osamu than it already did before.

“Well we’re at the border.” Dazai said, his voice slicing through the dark like a knife.

“No shit dumbass. I don’t see anyone though.”

“Chuuyaaa you're just not observant enough.” Dazai said before turning around and shouting “I know you’re there hero, come out, come out.” He whispered in a mocking tone. As a tall guy in full black walked out from behind a nearby tree, immediately causing Chuuya to become uncomfortable.

“So you’re the head of the infamous port mafia huh.” The man stated. “Come with us please, we will escort you and your little friend over there.”

“I AM NOT LITTLE.” Chuuya shouted.

“Hush Chu, we don't want to give them a bad impression, do we?”

They were then led to a small black mini bus and told to sit inside with the man.

“So what’s your name?” Dazai asked.

The man looked Dazai up and down before answering. “Shota, Shota Aizawa, my hero name is Eraserhead.”

“Such a funny name!” Dazai squealed.

“You look a little young to be the port mafia boss.”The man bit back.

“I’m old enough, thank you.”

“I don’t remember the heroes agreeing you could bring a plus one.” Aizawa said. This guy is really annoying, Chuuya thought.

“This ‘plus one’ happens to be my husband so I would appreciate it if you showed him a little respect.” Dazai replied with a fake smile.

Aizawa looked shocked. Why? Chuuya thought until he said. “You’re homosexual?”

“Yes, do you have a problem with that?”

“No. Not at all. I just expected a criminal city to not.. you know.”

“Have basic rights for citizens?” Dazai said. What shit have the outsiders been spreading about Yokohama beyond the border? “Aizawa, do I seriously have to explain to you how Yokohama is a fully functioning city with laws?” He said condescendingly. “And just so you know Yokohama is not a criminal city. The port mafia operates legally and is not considered a criminal organisation but a protector of the city.”

That shut the guy up. “Try not to assume things you don’t know about us.” Chuuya added.

The rest of the drive was incredibly quiet. Well that was until around an hour later.

“I apologise for my naivety.” Aizawa finally said. “We assumed that Yokohama was full of villains due to a lack of heroes.” We? So more people think this stupidly. That’s great to know.

“You still have no right. If you had spoken to me that way inside Yokohama's borders I can vouch that multiple of my executives would have shot you on the spot without the need for an order. Be more careful with your words.” A typical Dazai threat. The man paled and finally shut up.

They stepped out into the morning sunrise, Dazai stood on the pavement below in awe.

“Wow Chuuya you never told me it was so bright out here.” He screamed excitedly, gripping Chuuya's arm.

“Well that’s because we are outside Dazai.” Chuuya muttered and watched as a small smile crept up Aizawa's face.

“Hey Aizawa, why are we in front of a school?” Dazai asked, quickly switching back to formality.

“This school is the number one school for heroes in the whole of Japan and is considered ultra high security so the hero’s decided it would be the best place for you to stay since you are considered protected personnel.” Protected personnel? Protected from what? Him and Chuuya were extremely dangerous, he didn’t need protection.

"We do not need to be protected Aizawa, but we appreciate it anyway!” He said with a threatening stare contradicting the smiley look he always had planted on his face.

They slowly walked up to the gate where a bunch of reporters stood before turning to shout at them, startling Chuuya.

“ERASERHEAD! IS THAT THE PORT MAFIA BOSS YOU HAVE WITH YOU?”

“PLEASE GIVE US YOUR STATEMENTS!”

“Just ignore them. They can’t attack you.” Aizawa said but he was too late. Dazai was already skipping over to the reporters.

“Are you the famous port mafia boss of Yokohama?” One asked.

 

“Yes that would be me.”

 

“How old are you!?” Another shouted.

 

“I am nineteen.” The reporters gasped.

 

“How can someone so young be the boss of the mafia?”

 

“I am old enough to do my job.” Dazai bit back with a threatening glare.

 

“Are you a villain?”

 

“What would be your definition of a villain?”

 

“A killer or someone who hurts others on purpose.”

 

‘But a soldier does that too?” That caused the reporters to freeze. “By that exact definition I would be considered a villain but so would a soldier who fights in war.” Dazai said.

Another reporter stepped up. “A villain is someone who causes harm, abuses and oppresses people by breaking the law.”

“By that definition I would not be considered a villain.” Dazai said smugly. The reporters were mostly silent.

“But don’t you trap people in Yokohama?”One said.

“No everyone is free to leave if they want. Why ask such a stupid question?”

 

 

*silence*

 

 

“Can I get a statement about how ability users are maintained in Yokohama?” A reporter finally shouted through the silence.

“Well ability users like my partner over there.” He said as he pointed at Chuuya. “Are free to do as the please around Yokohama as long as they don’t break the laws enforced by the government and the special abilitys division. If they are caught doing something illegal they will be punished. Simple as that. And before you ask me, yes abilities are stronger than quirks but they are much more rare so it is easy to keep users under control.”

‘That’s enough!’ Aizawa shouted. “Dazai we have a meeting to get too.”And they finally left the reporters.

“Dazai what the fuck did you do that for?” Chuuya said.

“I wanted to send a message from Yokohama to the rest of Japan. It seems their ideas about us are mostly false.” Dazai said, grinning from ear to ear.

“Don’t do it without warning me again Mackerel.”

“Okay chibi.”

The lovers enter a large white room full of many odd looking people. Nobody looked like this in Yokohama. One hero had long green hair that looked like snakes while another was a….windex bottle? Dazai and Chuuya both looked on in confusion and shock while the hero’s turned to stare at them.

“Are you sure this is the port mafia boss? He looks a lot like a burnt cat and who is that guy?” One hero they later learned was called Miriko said.

“It’s definitely him and the other guy is a plus one.” Aizawa said, exasperated.

“Well if you could all sit down we can get started.” Another hero said.

After they sat down Dazai immediately said “I'm sorry if I’m being offensive but is that a talking rat?”

“Hello Dazai-sama, I am Nezu the principal of this school and yes I am an animal that has been blessed with an intelligence quirk.” Dazai's grin widened.

“Well what’s your IQ then Mr principal?” Dazai questioned.

“I have been told it’s over 150.”

“Dam it! I thought we would be on the same level.” Dazai said looking defeated while the other hero’s just stared in shock at the bizarre conversation going on in front of them.

“What is your IQ then Dazai?” Nezu asked curiously.

“205.” Fear flashed across the hero’s faces long enough for Chuuya to notice.

“That’s very impressive Dazai.”

“Yeah we get it, he's smart. Can we start the meeting now?” Chuuya said.

“Who even are you?” A hero asked.

“I am the other half of Soukoku and his husband, Chuuya.”

“The gravity manipulator?”

“Yeah.”

“Wait husband?!” A small stick like man said.

“Yes…” Chuuya said.

“Well we should start the meeting now!” Nezu chimed. ‘We are here to discuss the possibility of opening up Yokohama's borders to allow heroes to patrol the city.’

“WHAT!” Chuuya shouted.

“Calm down chibi” Dazai whispered. “I’m afraid that will not be possible.”

“Why?” A hero called midnight challenged. “Is it because everyone there is a villain?”

“Ugh, you hero’s are so annoying grouping people into hero’s and villains.” Dazai whined.

“That’s not an answer.”

Dazai shot the woman a threatening glare. “If I allow heroes into my city society will crumble and ability users will start attacking innocent civilians. Many lives would be put at risk. The society is functioning fine on its own now. You hero’s would not be able to control the chaos.”

“Ability users are all villains anyway!” One shouted.

“What did you just say.” Dazai said, arising from his chair. “You dare use that awful term to refer to ability users again and I will make sure that if you ever enter Yokohama I will have your head blasted to bits within seconds. You say that like they are not people. It’s foul.”

“Abilities are more powerful than quirks and are too dangerous to not be monitored by hero’s.’

‘As I said Yokohama is doing just fine.” Dazai said coldly. “You all just allowed a fellow colleague of yours to insult me, my husband, my apprentice,my friends and the people I swore to protect. Have shame on yourselves. You will NEVER be able to enter Yokohama as long as I live.”

“Dazai please sit down.” Nezu said. “I apologise for my colleagues' rudeness. Are you and your husband ability users Dazai?”

“Yes.”

‘Can you tell me your personal view of ability users?” Nezu continued. “I’m starting to believe we are missing a piece of the puzzle here.”

“Ability users are amazing.”Dazai said fondly. “Though life with an ability will always bring struggle and torture. I look around at my colleagues in Yokohama and I praise them for their ability to maintain a will to live and keep going while I and so many ability users can’t. Abilities are curses on the user that only cause pain but that doesn’t mean the person is bad or a “villain” deep down they are just broken and deserve joy.” Dazai stopped and sighed.

‘For example, a prominent organisation in Yokohama at the moment is the armed detective agency, the port mafia is currently at truce with them, they are an organisation truly only devoted to saving the lives of citizens in the city and the city itself. The president Fukuzawa I visited just yesterday to inform him of my departure. He uses his ability to save and help other ability users and takes them into the armed detective agency. The Port Mafia, while being the main organisation in control of Yokohama, still prioritises civilian safety over all else and we may use unethical methods in the eyes of you “hero’s” but it is all for the protection of the city so I CANNOT allow you to disrupt this order.” Dazai finally stopped before slouching back into his chair.

“Thank you Dazai. I see you have come to a decision and I will respect it but I have one more question for Chuuya.” Shock turned to confusion.


“How would you feel if Dazai died?”

Chuuya's face scrunched up. “Why are you asking me this?”

“I may not be as smart as Dazai but I could still infer his mental state from that monologue.”

Chuuya sighed. ‘Well he’s not hiding it.” He glanced at Dazai who nodded. “Unfortunately I wouldn’t be surprised by such a thing occurring but I think I would break down like… I can’t explain it. I would rather sacrifice myself and all of Yokohama for him so that it doesn’t happen in the first place but if he really died I think I would feel immense fear for me and Yokohama then I would probably either kill myself or die trying to live on.”

The hero’s gasped. “Chuuya…?” Dazai said.

“I love you to much to live on without you and I have no one else anyway.” He said as a whisper.

The hero’s sat in silence. They were all very very wrong, ability users where not the mindless monsters they had been taught they were, they are just broken people..
