The government updates their power evaluation system and all heroes have to go in and get their powers re-evaluated
Except now instead of completing tests to determine heroes' power levels, the gov just uses a newly invented device that can just scan a hero and evaluate their powers in seconds. Prock has never been evaluated with his time stopping ability before because he hid it, which is why his rank was always so low, but he can't hide that power from the new scanner
