Summary
The tragedy that befell Lucerys Velaryon at Storm’s End was never planned, on this all of our sources agree. The first battles in the Dance of the Dragons were fought with quills and ravens, with threats and promises, decrees and blandishments. The murder of Lord Beesbury at the green council was not yet widely known; most believed his lordship to be languishing in some dungeon. Whilst sundry familiar faces were no longer seen about court, no heads had appeared above the castle gates, and many still hoped that that the question of succession might be resolved peaceably.
The Stranger had other plans. For surely it was his dread hand behind the ill chance that brought the two princelings together at Storm’s End, when the dragon Arrax raced before a gathering storm to deliver Lucerys Velaryon to the safety of the castle yard, only to find Aemond Targaryen there before him.
And with Lucerys's death, the war of ravens and envoys and marriage pacts came to an end, and the war of fire and blood began in earnest.
Or, Lucerys is killed over Shipbreaker Bay as he was always fated to be. Only this time he doesn't stay dead.

Summary
Historians note that the foundation of unrest started when King Viserys, the First of his name received the news of his daughter and declared heir eloping with his brother, the Rogue Prince, Daemon Targaryen. Upon getting the news, the King expressed his deep anger in the middle of the court, declaring his daughter to be banished from Kings Landing, fainted soon after, and never woke up. His second wife, Queen Alicent Hightower, and Hand of the King, Otto Hightower, went to every length to hide the news of ailment and rapidly approaching death of the King from the entire kingdom to ensure the victory of their faction, the Greens, against the declared heir to the Iron Throne. Those same actions led to one of the deadliest uprisings of the common folk in history, named the Peasent's Revolt...

From the moment Laenor Velaryon had been born, he had been groomed to rule, but he thinks Rhaenyra deserves to be Queen, and as her sword and shield, as her consort, he will make sure she is crowned, as is her right. The Realm had overlooked his mother, but Laenor would not let them overlook Rhaenyra too.
