Haruka wants to say it so badly, but she bites her tongue. She already ran her mouth today, about how she and Michiru have no need to prove their feelings. They have that covered, with or without some contest. That’s what she told them all, right? Something so implicit that it doesn’t need to be said, least of all to each other.
To let insecurity creep in now, to yearn for confessions from Michiru’s soft lips—that would just make Haruka a hypocrite. No, she’s content to swallow her words, to trap stray feelings behind her teeth.

Ostensibly, they were here to talk about Sailor business away from prying ears. The excuse wears thin when neither of them are in a hurry to talk about it. The guise of romance was supposed to be just that—a convenient mask to hide behind, nothing more. Anything real was a risk. Something that could cloud their vision. Ruin the urgent purpose they had taken up the mantles of Neptune and Uranus for. Maybe even die.
The promises Michiru Kaiou and Haruka Tenoh break to reach the point we see them in canon.
