    Out at the edge of Federation territory, on the border between the UFP and the Klingon Empire, Sector Nine General orbits K-700-b, or as the klingons call it, the Eye of Garrol, a black hole consuming a star.

    Their mission: diplomatic outreach, and collaborative research of K-700-b alongside the Klingons.

    Here in the orbit of one of the most extreme objects in the natural world, in the peace bought by the Khitomer accords, the greatest excitement is a search and rescue mission. they all hope that nothing interesting will happen here.

    They're going to be sorely disappointed.

    In 2689 of the Council Era, 2157 of the Terran Common Era, a Turian patrol encountered a heavily armed patrol fleet of an unknown species activating a mass relay. The patrol fired upon the aliens, in contravention of Citadel first contact convention, sparking a war that would at least for a short while, severely damage the Turian Hierarchy’s ability to wage war.

    The 314 war came to a stalemate well within Turian territory, and it became abundantly clear that the Turian Hierarchy had sparked a conflict with another alien nation with military and industrial capacity almost on par with the Citadel Council in its entirety, backed by an entirely distinct technological paradigm.

    The People of the Systems Alliance call it Tiberium.

    For the Citadel Council, it was a sobering rebuke of institutional inertia.
