Summary
Arceus, upon witnessing the fall of one Subway Boss Ingo, could not directly interfere with returning the man to his original time period. 'Twas not its fault for the fall, therefore it would not assist in his return.
However, a man from modern day would not adapt well to harsh realities of the past, where its own creations would attack man if they were not careful and able to defend themselves.
It was not without sympathy, and thus cast a glamour onto the man as a means of protection.
Its creations would see him as one of their own, and in his eyes they would be one in the same. Clearly, this was the best solution to be had.
Other's may disagree heavily with Arceus' decision.
