Summary
He had wanted to die in exile, but even in exile Cardassia still existed. He did not merely want to die after the crash: he wanted to destroy himself, to tear himself apart physically as surely as his grief was ripping him apart within. And the worst of it, the absolute fucking worst of it, was that he could not. Because Julian had saved his life, and Garak would not disrespect his beloved doctor by discarding it. He spent the day of Julian’s funeral drinking, but then he had to stop, to get up the next morning and keep going, and try, unsuccessfully, to resent the memory of the man for making him.
It’s not sustainable, but Garak is an old hand at existing in untenable situations. He lasts over a month before he snaps and does something foolhardy.

Garak refuses to move past the denial stage of grief. It works out very well for everyone.
