Summary
For a long time, Narin City has been controlled behind the scenes by three rival clans: the Balthumans, the Ninedaggers, and the Roses. (Though this story is heavily driven by Narin politics where Vinnie is one of the candidates for election, it's mostly/actually a story about a Halloween party on a train that both Tora and Poppy attend, though for very different reasons: Poppy is a reporter posing as a gangster to get information, and Tora is a gangster tasked with political sabotage.
