He's been in a couple of their cells, too, though Ra's likes to treat him like a guest of honor that happens to be in cuffs more than an actual prisoner most days. Sometimes Tim annoys a commander enough that they ignore Ra's rather strict guidelines on his treatment, however, and he gets tossed into a brig instead.
