Diluc, as head of the Dawn Winery is asked to help organise an event for Snezhnayan diplomats in Mondstadt and he does it. He is very aware that there are clear ties to the Fatui but his staff needs to get paid.
Or: Diluc is a depressed vigilante with a difficult family life and his work life is not making anything better.
