There was once a time, as a child, Nico di Angelo would shadow travel constantly. He wasn’t conscious of this ability— all he knew was that sometimes, he would walk under a tree and suddenly be in London during the 1700s.
And unfortunately for the world— the first person he met was Jonathan Wilde.---
Or: Nico accidentally shadow travels to the past a few times during his childhood. Unluckily for everyone involved, the son of Hades was taken in by possibly the biggest justice, crime and law figureheads in European history.

Memories stripped from him by a bath in the Lethe— Nico only remembered his name. Panicking when someone reached out to grab him, he instinctively shadow traveled away.
Only to stumble into a cave, feeling horrible and disoriented. He didn’t notice the lavishly dressed girl next to him— not until the rock he got in the face, that was.---
Or: Nico lost his memories and panicked, instinctively shadow traveling away when Hades tried to grab him. Toph was running away from her parents, fed up with their pampering at the grand age of six years old.

Summary
Hades might rule the Underworld, the land above Tartarus and Chaos, but there are places within his jurisdiction that he and the other gods strongly prefer not to associate with— or more accurately, not to piss off.
Little Nico’s beautiful free minded thinking opened something that not even the Gods dared to touch— the passage between the worlds within Chaos herself.
In hindsight, no one should’ve let Nico gain access to literal, out of this world knowledge— he was a child, an impressionable young child of Hades that has more of a penchant for mayhem than his father was comfortable with admitting.---
Or: Nico can shadow travel to different worlds. He is seven and very impressionable— and it just so happens that everyone else he met during these transmigration adventures is either badass, chaotic, or both.
