Futaba Sakura has seventeen monitors, satellite access, and enough evidence to expose every member of the Phantom Thieves. She texts their leader at 11:47pm on a Tuesday to blackmail him into changing someone's heart. Her evidence is very comprehensive. He says "i'm sure it is" and goes to bed.
The target is her. He doesn't know that yet. She's not ready to tell him. What she is ready to do is monitor his every move, critique his pull-up form at 10pm, get into a two-hour argument about Neo Featherman, and insist, repeatedly, that all of this is for the operation.
It is not for the operation.
