"Don't like it," Shane insisted shakily. "M'not a dog."
The hand gripping his waist flexed. Ilya tugged the collar again and Shane keened, high and reedy. He took his bottom lip between his teeth to quiet himself. It did nothing to stop him from gasping needily when Ilya's hand shifted to cup him through his jeans.
"Mm, no, you are not. But you like when I say it, yes?" Ilya pressed, voice low and condescending. It washed over Shane like a drug.

Summary
(Set just after 4x02)
Neal never liked running. At least, not after he met Peter Burke. So when Peter tells him to run as far as he can, Neal questions it. He does it anyway because when Peter's voice sounds like that, who's Neal to tell him no?
So when Peter found him on the island he didn't expect him to be so . . . PROTECTIVE. It was a very odd role Peter began to play and frankly, as much as he loved his partner, he was starting to get sick of it.
He was strong enough to do measly things like get into the car or make himself breakfast. He wasn't hurt or anything. No, the wound in his leg doesn't count, shut up. But Peter is fitting so well into his new role that Neal doesn't have the heart to tell him to stop being such a DAD. His dear partner takes it too far by confining him to the van or to the office and Neal's ADHD can't take any more of it.
It was time to be strong enough.
