While Sanji almost never gave him presents, Zoro gave him some almost constantly. And not just some granola bars, no the knifes Sanji used in the kitchen were a gift from Zoro. As soon as Sanji even mentioned that he would like to try out a spice, Zoro would be on his way to get it, even taking into account that he would probably get lost and be late to one of the hangouts of their friend group. If Sanji did so much as complain about one of their household items, Zoro would try to find a new one that would fit into Sanji's criteria.So what was Sanji's reasoning in not giving him anything? Not even flowers. It wasn't like Zoro really wanted Sanji to give him expensive shit, but flowers, even more if they are hand picked, would be enough. It did not have to have a materialistic value. It was just the thought that counted.

Zoro is insecure and breaks up with Sanji, which then leads to Sanji forming a plan which is just him giving men who are interested in him Zoro's number to make him feel jealous, though that immediatly backfires. But somehow they manage to communicate and get together again. -

Summary
At first Zoro could not believe his luck. Truly that photograph must have been god-sent. He would have blackmail material for years to come.
Later when he looked at the photo once again, he had a realisation. He really liked that outfit on Sanji. Like really, really liked it. Zoro still thought that the photo was god-sent. But now because of different reasons.
