In a Victorian-esque era where lovers Lelouch Lamperouge and Suzaku Kururugi were forcefully separated due to the ongoing war. Due to the pressure of societal norms, even during such dire events, they couldn't express their feelings outwardly in fear of damnation and discrimination. The only way they figured they could freely let their thoughts run wild was through letters. Therefore, one of the two always made it a point to send elaborate bouquets attached with his envelopes.
Or, the four times Suzaku received flowers and the one time he gave some back.
