“Do you want to tell everyone?” comes Jeremy’s voice all of a sudden.
Jean turns to face him. “What?”
“I just mean—” Jeremy shakes his head. “We don’t have to, like, make it a big deal. I mean, obviously Cat and Laila are going to find out pretty quickly either way, and they should be the first ones to know from our mutual friends regardless. But for the rest of them…” Jeremy trails off, his smile easy as it stretches east to west across the bottom half of his face. He is so beautiful, Jean thinks hopelessly, endlessly.
Jean and Jeremy attempt to keep their new relationship private.

So really, if Jean were to boil the situation down to it, this was all Catalina Alvarez's fault.
Jean has gotten so used to doling out casual physical affection that his mind almost doesn't catch up with him when he kisses Jeremy on the cheek. It complicates some things, unravels others.

"Jeremy, what are you talking about? We are having entirely separate conversations.” Something fearful clings to the man’s words, but determination flashes on his features as he straightens up. “I’m worried your concussion is worse than any of us thought. Slow down, please?”
Concussion? Jeremy squints at him. “I don’t have a concussion,” he says suspiciously, head throbbing inconveniently as if to dispute the very idea.
Gray eyes blink in confusion. Good. At least Jeremy’s not alone in his perplexity. “Yes, you do.”
“I think I’d remember that.”
The man swears in French before saying, “I think the problem here is that you do not, obviously. We need to go to the hospital.”
When Jeremy loses over a decade of memory overnight, Jean's entire universe threatens to collapse.

Summary
Neil has some information on Andrew in his binder already, but not much, and it's still mostly centered around Kevin; it also carries the distinct clinging of his life before, back when he was on the run, and Andrew's the one who told him to stay.
While a binder isn't a bad idea, that one seems like the wrong one, which is how Neil comes to the conclusion to just get another.
(Or, Neil revisits an old hobby.)
