Nothing will ever change their minds and if he gets even the smallest positive reaction from one of them it’s ripped away a second later by one of the others.

If Bruce 'made up' with Jason at the diner following the events at Sanctuary, the Red Hood shouldn't be reluctant to ask Bruce for permission to be in Gotham for a necessary surgery. Instead, Jason kidnaps Tim and asks him to make sure Bruce doesn't know he's in Gotham. Yeah, nothing about this sounds like they've forgiven each other.
