Frodo wasn't sure why he was invited to such an important meeting when Lord Elrond announced this the meeting to save Middle-Earth, nor did Frodo know which race the ethereal androgynous blond-haired being standing off in the shadows belonged to.
He was not expecting the blond-haired being to later stand before the council and announce, "I am known as Annatar, but I was once known as Sauron and I helped forge the one ring."

Summary
Silvergifting co-ruling Mordor for fun and aesthetics.
Celebrimbor finds out Annatar is Tar-Mairon - the ruler of Mordor - but not that he's Sauron, and then they play commitment chicken about it. Be a decent person by my standards or I'm breaking up with you. Marry me or I won't be a decent person by your standards. Promise me you won't go to war with my friends and family or I won't marry you. etc etc etc.
Both of them are at least half expecting the other to back out, because this is an insane person thing to do on both their parts, but because of that expectation, neither one does the backing out himself.
