Robert Baratheon ruined that when he sent assassins after her. Visenya would not live her life in fear, worrying about an assassin's blade every time she closed her eyes. Robert Baratheon would not leave her alone; he'd made that clear when he continued after Viserys and Daenerys all their lives.
