Cody was going on a special mission with some of his men and they had been sent a mysterious special forces group known as Clone Force 99, who were apparently a group of elite commandos who had a one-hundred percent success rate. They had been sent along to help, given the delicate nature of the mission. The fact that they were apparently enhanced, genetically-modified clones only added to the mystery. So, naturally, Cody had been expecting a group made up of clones who were just as imposing as Alpha-17, if not more so.
Not a group of four baby-faced shinies.
OR
Cody meets Clone Force 99 for the first time and basically goes "if not little brothers, then why little brother-shaped?"

Summary
The temple was burning, the Jedi were dying, betrayed by one of their own. Feemor was one of the last Temple Guards standing, and they had a choice to make. Keep standing guard and join their siblings in death, or help the creche masters smuggle the little ones out. In the end, saving those innocent little lights was most important, so he grabbed one and ran with a prayer to the Force that they'd find safety from the new Sith Empire raising up from the ashes of the Jedi and Senate.

Rather 'in' Coruscant, as their reunion is happening approximately 3,630 levels below the planet's 'surface' level.
This is a very dangerous venture and no he was not paranoid and did not over plan for it. It's simply a matter of knowing his family and what they're capable of.
