Zemo is a minor character and he's treating the Winter Soldier well here.
We see The Winter Soldier slowly learning to be Bucky and to accept love.
Steve will only appear in the story at a later point, probably around 20000 words.Series

Summary
The Winter Soldier, a traumatized Sergeant Bucky Barnes, a broken hearted Captain America and a cute female nurse are the main characters of this fluff orientated story!
Bucky suffers from PTSD and has severe split personality disorder.
He has to learn to deal with a de-aging Winter Soldier camping in the backroom of his brain.
This story alternates POVs, it's mainly Bucky, a lot of the Winter Soldier, but also Female Reader and Steve.
At some point we will cross paths with an adorable Bruce Banner and way later, with an orphan Peter Parker.
I've tried and kept intimacy/smut scenes to realistic and light, as they are not the center of the story.
This story is not canon, but I feel like it would fit after the Winter Soldier, Steve would have found Bucky and they'd live together at the tower.The WInter Soldier dialogs are in bold, inner dialogs in italics and bold, inner dialogs of Bucky in italics.

Summary
The Asset has been stolen. It’s not familiar with the new organization that has gotten a hold of it, but it knows it must adapt quickly, follow orders, do well, and prove itself.
But ever since waking up with bandages carefully wrapped around its torso, it has found itself questioning what its new handler wants—or, more accurately, doesn’t seem to want from it. The Captain doesn’t act like any other handler it has had before, and now the Asset feels like it doesn’t understand anything… least of all its own growing desire to stay by the Captain’s side.

You and Bucky quickly got along when he came to the compound, so you became partners by default. It makes sense and you get along well, which many can’t say about him. But this mission doesn’t require your usual teamwork. You need to flirt with the target to get into his house, and for some reason that you are completely oblivious to, Bucky doesn’t seem too happy about that.
