Apparently yes, as his second in command drags in a net containing one half drowned fire prince with a severe brain injury. He can't justify tossing him back like the crew wants, so he will just keep him prisoner until they make it to port and then he's the Earth Kingdom's problem.
(Does it count as imprisonment if he's allowed to run around the ship as he pleases?)Hakoda and the crew slowly adopt a brain damaged fire prince. Just another day at sea.

Summary
An alternate ending for A Way Out in which both Leo and Vincent live. Vincent incapacitates Leo, but does not kill him and Leo is taken back into police custody. Meanwhile, the death of Harvey has caused great waves in the criminal underworld and the police come up with a plan to use Leo as bait to investigate a prison with unlawful dealings in return for a severely reduced sentence. But there's a reason Mallhaven Penitentiary is referred to as Hellhaven. Vincent knows this and is willing to postpone his resignation to go undercover as a guard to protect Leo. If Leo cooperates and doesn't tear him in half, that is.

Summary
The prisoner's dilemma is a concept developed in game theory (as in mathematics, not video games). The idea is that two criminals are suspected of a crime: If both stay silent, they get a short sentence, if both confess, they get a medium sentence. If one confesses, and the other stays silent, the confessor goes free and the other gets the maximum sentence. The game assumes that the two have no way of communicating and that no other aspects influence their decisions.
For Vincent and Leo, nothing of this applies. A fix-it fic.

Summary
Leo’s skin tans with the sun. Vincent learns to make proper chilaquiles for breakfast, with eggs from a couple of hens he doesn’t really remember them getting. They pick avocados and make guacamole with too much lime juice. Vincent’s shoulders break out in freckles from spending so much time outside, and Leo makes fun of him, endlessly, gently.
Or: Vincent and Leo take a leap of faith, and build their lives anew.
