Izuku smiles before closing his eyes and speaking "I give you my blessing to sail, may your travels be filled with calm oceans and clear skies. May your travel bring back all that you seek, may you come back safely"
The wind blows and the boat rocks slightly. Izuku kisses Katsuki's forehead and the blessing is done. Katsuki isn't sure if mer-people have any ability to actually control the seas, but since he was young he witnessed his mother do this ritual before every sail with Izuku's mom and never had any issues sailing. So he rather not take any risk after all it gives him a good excuse to get a little more time with Izuku.
