All Might and All for One are pillars of their communities even when they’re barely functioning, that is a known fact.
So what if the day where they mortal wounded each other, instead they both died and a power vacuum formed?
Because one did, that lead to a conflict that devastated Japan.
The kind of devastation where now the Yakuza have returned to power after being the last of the criminal organizations still in power and they take advantage of what’s left of the government trying to rebuild, and in turn the Hero Commission takes power and tries to hammer down crime giving strict laws and their police force is both the local police force and former pro heroes who didn’t leave to become citizens or vigilantes.
And with no heroes like All Might to inspire hope and no places like UA for new heroes to arise…
The people we once saw as heroes and villains take different roads, some for good and some for worse…

Summary
April 15th, 1965: A Day That Altered the Course of Human History. After the meteorite introduced 'Powers' to Earth, society experienced rapid change. In just a few short decades, people born with these curses were marginalized and excluded for reasons far beyond their control.
Pushed to the brink with little in the way to protect them, some within this new marginalized group use their powers to grant themselves, and their families, security. However, what started out as a noble goal turned to violence, as a never-ending cycle of hatred and death quickly became the new status quo.
Desbine City now finds itself embroiled in a constant clash between law enforcement and the largest criminal organization on the east coast, The Underground Cartel. With each engagement resulting in failure, the people of the city have two questions in mind: "Just how much longer will the status quo last?" and "What will come to break it and set them free?"

Summary
So Belle decides to play along, indulging Harumasa's story about his friend's interest in Wise. She figures she can offer a small piece of information to sate Harumasa's burning curiosity—well, his friend's curiosity, as she should put it.
“No,” Belle says, “At least from what I know, Wise isn't seeing anyone right now. So he's technically free game.”
Belle doesn't miss the noticeable glint of interest in his eyes, nor the way his smile brightens. He seems genuinely pleased with her answer.
As the younger sibling, it's not surprising that her brother, Wise would inevitably become the object of others' affections. It was simply the natural order of things. So when Harumasa approaches her with interest towards Wise, Belle decides to play along. She was curious to see if Wise might reciprocate any of the interest. Who knows, she might even be surprised.
In other words: A slow burn where Belle observes Wise slowly fall in love.

New Eridu: Home to the legendary sibling proxies, formerly recognised under the moniker 'Phaethon'. Two siblings under one name, a name regarded as being in front of a pair of truly ingenious brains.
That is how they are regarded, yes.
New Eridu: Home to the two siblings whomst run a video store on Sixth Street. The brother, Wise, is currently dating a Public Security Captain by the name of Zhu Yuan. The sister, Belle, is almost painfully unaware to this fact, all owing to her having completely given up hope for her brother's romantic life. However, upon discovering the news that the two would be having a meal in Blazewood, she did not come to her senses and issue a late congratulation to the two. No, instead, her hope for Wise's future as anyone's lover had dwindled so much that it resulted in her coming to the conclusion that neither Wise nor Zhu Yuan realised it was a date.
Qingyi, upon coming to the realisation that Belle was denser than a singularity, reasonably decided to go along with her planned antics - it was absolutely not so she could get out of those days' training, no matter what the higher ups will have you believe.Series
