Leon cracked under the pressure. That's what everyone was told. That was why everyone believed that Leon S. Kennedy, the DSO's lapdog had more than paid his dues. He's been a government hostage for several years now, they had eyes on him everywhere, at every time of the day. They sent him on suicide missions that they knew had no chance at success. He meant something to them.
When Leon suddenly gets captured by Glenn Arias, the dealer tries to get some money for the organization and humiliate Kennedy further by trying to set up a ransom for Leon's return. The DSO? They don't work with terrorists.
Leon is thrown to the wolves, his disappearance staged as a suicide turns out to have been murder.
When Leon was not negotiated for, the agent snapped. He goes on a live-streamed tirade that ends tragically. They buried him. He's been dead for 3 years now and Chris has never forgiven himself for Leon's 'death' at the hands of Umbrella and his worst enemey Wesker.
Leon has been alive all this time and Wesker has more than just idle chit-chat in store for Leon. What Chris finds once secrets are unvieled is a broken shell of a man who has endured literal hell.

"Where are you t-taking me?" Leon demands, face flushing as he stutters. He can only imagine how rough his voice sounds after all that yelling. A tear trickles down his cheek, and the man grins, picking up his big hand and swiping it away. Leon cries out in protest, twisting away, but he can't escape the broad fingers that cup his cheek and turn his face back to centre.
The bag descends over his head a moment later, a helpless sob all Leon can manage before he's plunged back into shapeless darkness.

"What the hell are you doing here?” Claire asks, glancing over at Leon as she floors it towards the city. “Shouldn’t you be in Lansing right now?”
“Shouldn’t you be in Ann Arbor?”
Claire shoots him an unamused look, and another knot loosens in Leon’s chest.
“Chris isn’t answering his phone,” Claire answers. “I’m worried. After he went to the Arklay Mountains, he’s been acting off. Has he said anything to you?”
Leon shakes his head. “He’s mentioned some bad dreams, but refuses to go into detail. He stopped answering my calls about a week ago.”
After not hearing from his boyfriend in nearly a week, Leon decides to head to Raccoon City to see what's going on. Only, what greets him is something out of a nightmare, and it becomes a struggle to survive the night.Series

On the night of September 29th, 1998, an organization calling themselves the BSAA stepped in and helped the Raccoon City survivors eradicate the remainders of the virus. Three months later, the city is thriving once more and the police department are doing their part to make sure an outbreak never happens again.
This gains the recognition of much bigger government officials, who decide to send in their most elite team captain to further train the police department's seasoned survivors.
Imagine Leon Kennedy's surprise when that captain is the most beautiful man he'd ever laid eyes on, but he can't shake the feeling that there's something completely, and utterly wrong about this little set up.
