Izuku has been made into a weapon by the Doctor. They made him into Machina—a soldier and assassin. The heroes find him and quickly realize that the Doctor has hurt him severely. It's kind of like a Winter Soldier vibe with Izuku.

It's not until the threat comes to their front door that they realize they need the help of someone who is willing to get his hands dirty.

Military Izuku who then becomes sort of mercenary Izuku. He eventually gets hired to work as a bodyguard for the last man he ever expected to interact with again. DUH DUH DUH!!!!

Meticulous, cunning, and ruthless to his enemies, he had managed to extend his power farther than he had ever dreamed. A businessman, always.
The Bloodrunners, run by a man known to all as Grenade and few as Katsuki Bakugo, controlled nearly the entirety of southern Japan. He was someone to be hated. For his power, his bold actions, and his bloodthirsty crimes. He was a bully and a killer, and he was happy to make enemies. The country was his for the taking, and he was willing to ravage all it could give.

Izuku Midorya had always wanted to be a hero. Even when the world beat him down, he had learned to stand back up. But over time, after watching your heroes fail you again and again, the title of hero took on another meaning. He may not have had a quirk, but he knew he could be a hero, even if it was as a detective.
He hadn't meant to become a vigilante, honestly. It just...happened. But he had quickly learned the law could only get him so far. Almost overnight, the vigilante Cheshire became a name to be feared by the corrupt and praised by the innocent who fell through the cracks of society. Izuku, or Cheshire, finally found a place in the world to belong and he would never be knocked down again.
